1

1)通過本次招標,將按投標人的評標綜合得分排名選取1家投標人作為本項目中標人,簽訂采購框架協(xié)議。確定中標人后,招標人將授予其《中標通知書》,并與其簽署框架協(xié)議;采購框架協(xié)議有效期為自雙方簽署之日起1年內有效。

2投標人應按照招標文件***,充分考慮項目現(xiàn)場所在地地理位置***,對招標人擬采購的標的物進行綜合單價***格包括但不限于生產(chǎn)、包裝、運輸、稅金等費用。

3招標人對簽署的《框架協(xié)議》內中標人的實際采購量不作任何保證,每一批次采購的具體數(shù)量及交貨時間以招標人向中標人另行下達的書面《采購訂單》為準,中標人不得因實際采購數(shù)量的調整而向招標人提出索賠。

4)招標人根據(jù)實際需求向中標人發(fā)出《采購訂單》的實際采購量將參考其實際交貨及時性、貨物及相關服務質量等情況。

5適用范圍:中化能源泉州石化26萬噸/年丙烯腈項目所需物資的采購。

6)交貨期要求:訂單下達后4個月,具體時間以招標人書面通知為準。

7)交貨地點:***廠區(qū)內,具體以招標人指定地點***。

*3.對投標人的資質業(yè)績要求

1)投標人具有有效的營業(yè)執(zhí)照(國內投標人)/企業(yè)經(jīng)營許可證明文件(國外投標人)。

2)投標人應當提供在開標日前3個月內由其開立基本賬戶的銀行開具的銀行資信證明的原件或復印件。

3)投標人在投標前需在中國國際招標網(wǎng)(以下簡稱招標網(wǎng),網(wǎng)址:http***dding.com)成功注冊。

4)信譽要求:

202011日至今,境內投標人在國家企業(yè)信用信息公示系統(tǒng)中未被列入嚴重違法失信企業(yè)名單或列入經(jīng)營異常名錄信息,在“信用中國”網(wǎng)站(www***)或各級信用信息共享平臺中未列入失信被執(zhí)行人名單。

證明材料:投標人需提供“信用中國”(www***)和“國家企業(yè)信用信息公示平臺”(http***.cn),截圖加蓋投標人公章并附在投標文件中。

202011日至今,境外投標人在中國境內近三年沒有不良業(yè)績記錄或嚴重質量問題,否則其投標也將被否決。

證明材料:投標人須提供承諾函。

投標人未被列入中國中化黑名單庫(名單以投標截止時間***);

5)投標人必須是制造商或制造商直接授權的代理商;如為代理商,需提供制造商出具針對本項目的授權函原件或復印件加蓋投標人公章并裝訂在投標文件中,否則其投標文件視為無效。

6)業(yè)績要求:

201211日起至20211231日止(以合同簽訂時間為準),投標產(chǎn)品(PH分析儀)至少有1項丙烯腈項目主裝置(丙烯腈裝置、MMA裝置、SAR裝置)的良好運行業(yè)績,且每項合同中自動在線插拔PH系統(tǒng)供貨數(shù)量均不少于2套。

證明材料:投標人須提供相應業(yè)績合同關鍵頁復印件加蓋投標人公章并裝訂在投標文件中,業(yè)績合同須包含合同封面、合同簽章頁、供貨范圍、建設地點、最終用戶、裝置類型、規(guī)模等,如合同無法體現(xiàn)相應信息,則須提供合同的其他輔助證明文件(包括不限于技術協(xié)議、設計請購文件、用戶證明等)。上述資料如不提供、或有虛假信息,其業(yè)績將不被認可。

7)本項目不接受聯(lián)合體投標。

招標人***保留審查原件的權利,如發(fā)現(xiàn)以上資質證書、業(yè)績及相關資料造假的,作否決投標處理。

1.Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

(1) Through this tender, the first ranked bidder will be selected as the successful bidder for this project according to the overall score ranking of the bidders and a procurement framework agreement will be signed. After the winner is confirmed, the bidder will be awarded the "Notice of Award" and sign the framework agreement ; the procurement framework agreement is valid for 1 year from the date of signature and seal of both parties.
(2) The bidder shall, in accordance with the requirements of the bidding documents and with full consideration of the geographical location of the project site and the actual situation of the project implementation, make a total unit price offer for the subject goods to be procured by the bidder, the price of which includes but is not limited to production, packaging, transportation, taxes and other costs.
(3) The bidder does not guarantee the actual procurement quantity of the successful bidder within the signed Framework Agreement, and the specific quantity and delivery time of each batch of procurement shall be subject to the written Purchase Order separately issued by the bidder to the successful bidder, and the successful bidder shall not make any claim to the bidder due to the adjustment of the actual procurement quantity.
(4) The actual procurement quantity of the Purchase Order issued to the successful bidder by the tenderee according to the actual demand will refer to its actual delivery timeliness, quality of goods and related services, etc.

(5)Scope of application: Procurement of materials required for Sinochem Energy Quanzhou Petrochemical 260KMTA Acrylonitrile Project.
(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

(6)Delivery requirement: 4 months after the order is placed, subject to written notice from the bidder.

(7)Place of delivery: Quanzhou City, Fujian Province, Huian County, Dongqiao Town, Quanhui Petrochemical Park Sinochem Quanzhou Petrochemical Company Limited within the plant, subject to the location specified by the bidder.

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.

3) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http***dding.com) before bidding.

4) Credibility requirements:

From January 1, 2020 to the present, the domestic bidders have not been listed in the national enterprise credit information public display system or in the business exception list, and have not been listed in the "Credit China" website (www***) or credit information sharing platform at all levels. The list of executed persons in breach of trust.

Supporting materials: Bidders should provide "Credit China" (www***) and "National Enterprise Credit Information Public Platform" (http***.cn). The screenshot should be stamped with the official seal of the bidder and attached to the bid document.

5) The bidder must be a manufacturer or an agent directly authorized by the manufacturer; if it is an agent, it is necessary to provide the original or a copy of the authorization letter issued by the manufacturer for this project with the official seal of the bidder and bound in the bidding documents, otherwise its bidding documents are considered invalid.

6) Performance requirements

From January 1, 2012 to December 31, 2021 (subject to the contract signing time), the bidding product (PH analyzer) has at least 1 acrylonitrile project main device (acrylonitrile device, MMA device, SAR device) with good operation performance, and the number of supply of automatic on-line insertion and extraction of PH system is not less than 2 sets in each contract.

Proof material: the bidder shall provide a copy of the key pages of the corresponding performance contract stamped with the official seal of the bidder and bound in the bidding documents, the performance contract shall contain the contract cover, contract signature page, the scope of supply, construction location, end-users, device type, size, etc., such as the contract can not reflect the corresponding information, then the contract shall provide the contract of the other auxiliary supporting documents (including, but not limited to, the technical agreement, the design of the requisition documents, the user). (including technical agreements, design requisition documents, user certificates, etc.). If the above information is not provided, or there is false information, its performance will not be recognized.

7)The Joint Venture bidding shall not be accepted in this bidding project.

The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4.
